On September 15th 2012 the new version of the ISO/IEC 17065 Conformity assessment - Requirements for bodies certifying products, processes and services was published. This ISO/IEC 17065:2012 replaces EN 45011: 1998 (ISO Guide 65:1996). The new standard is available at the Dutch Normalisation Institute (NEN) or the International Organization for Standardization (ISO).
The International Accreditation Forum (IAF) is preparing a transition document with regard to the approach of the international transition of the new standard. In the IAF October 2012 meeting the transition period for the ISO/IEC 17065 was established at three years from the date of publication (September 15th 2012). This means that the transition period ends at September 15th 2015.
The Dutch Accreditation Council RvA has initiated a project which will enable a transparent and market-orientated transition from the EN 45011: 1998 to the ISO/IEC 17065:2012. The RvA transition policy will be in line with the agreed IAF approach.
New applications received after May 1st 2013 onwards will be assessed against ISO/IEC 17065:2012, except when the applicant clearly requests for an assessment against the EN 45011: 1998. Starting September 1st 2014 new applications will only be assessed against ISO/IEC 17065:2012.
For existing accreditations the first regular assessment after September 1st 2013 will be against ISO/IEC 17065:2012. Any non-conformities (B) will have to be resolved by April 15th 2015.
Latest April 1st 2013 RvA will publish an explanatory document (T-document) for the transition policy including an explanation on the differences between the two standards.
